This seminar describes Paris Agreement-based carbon budgets as a foundation for discussing the merits and shortcomings of various governance strategies\, including potential COP26 outcomes\, with a focus on social fairness and effectiveness in meeting climate targets.  \nWhile much is known about technological change and economic opportunities\, it is far from well understood what citizens consider to be fair transformations and how governance systems can realise such expectations. SUMMARY:"We need climate leadership" - Inaugural lecture by Sverker C. Jagers\, visiting Zennström professor
DESCRIPTION:In his inaugural lecture\, professor Sverker C. Jagers proceeds from the theory of social dilemmas and collective action to explain the origin of climate change and to discuss what is required to avoid this problem. He argues that basically\, we are dealing with a gigantic coordination problem and due to the very large scale of the situation\, it is not at all likely that contributing actors will change their behavior\, neither spontaneously nor voluntarily. Instead\, the situation requires active guidance and help; that some take on the role as climate change leaders and either show the possibility of alternative route choices or contribute to necessary coordination through firmer steering. In his lecture\, Jagers discusses several potential candidates who can take on this leadership role; scientists\, businesses\, religious communities\, and other members of civil society. As a political scientist by training\, he particularly elaborates on the possibilities and obstacles of the political sphere to take on an active climate change leadership role. \nThe lecture is followed by a panel discussion with invited guests on the subject of implementing climate change leadership in various sectors of society. What kind of science-society contract can help to address anticipatory challenges\, such as climate change\, where potential options to reduce climate impacts might be accompanied by uncertain and unknowable future risks\, harms or benefits\, which will manifest in a highly unequal and geopolitically tense world? What if scientists fundamentally disagree about these options? There is an urgent need\, I argue\, for scholar activism in this context of contested science. Drawing on my past research on climate change impacts\, vulnerability\, and adaptation and the recent Transformative Change Assessment of the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES)\, this talk will focus on the importance of engaging with the practical\, political\, and personal spheres of transformation\, as well as my current work on fractal approaches to scaling transformations to sustainability.
